Mercury tops this category at 70.9. It got there on 10 first-hand reports, and 10 is not 76. So Mercury wears the EARLY DATA badge and splits top billing with Stripe Atlas until its report pool deepens. Lists that run on referral fees don't make that distinction. The score is strong and the pool is thin, which is exactly what the badge means: 10 people we verified said it worked for them, and that is worth knowing and worth doubting at the same time. If the next 20 reports hold this level, the badge comes off and the co-billing ends.

Stripe Atlas · 70.5 · 76 reports. Company formation plus the banking and payments rails that follow. 76 reports is the deepest pool in the top five, so this 70.5 has survived more chances to be wrong than anything above or beside it. That is what “top established pick” buys you. One author wrote about a quarter of its pool, and that number prints right in the table because that's the point of the table.

Mollie · 70.4 · 9 reports. European payments processing. Same badge as Mercury, same reason, one report thinner. The score says users like it. The pool says wait.

Why isn't Puzzle on this list?

Because we can't yet tell which reports are about it. Reports filed under “puzzle” mix a real accounting tool with jigsaw games and every “piece of the puzzle” idiom on the internet. Genuine reads of Puzzle the product are in that pool, and until they can be cleanly separated from everything that isn't, none of it counts in either direction. Not a refusal, not a review: a pool we won't score until we can attribute it.

The trust floor. Fewer than 8 first-hand reports? No published score. We call it early signal and keep collecting. A category only publishes with 8+ scored tools and at least one deeply reported one.

The #1 rule. Order is score order, with one guard: a tool with fewer than 12 reports can't hold #1 alone. It keeps its spot with an EARLY DATA badge, co-billed with the top established pick, until its pool deepens. Thin pools are the easiest place to game a ranking. This rule shuts that door. It's why Mercury and Stripe Atlas share the top of this page.

Under review means unranked. When our independence checks open a review on a tool's report pool, it loses its rank slot and its score goes dark until the review closes. Either direction.
