HiBob leads at 73.5 on exactly 8 reports from 5 people, the minimum evidence that earns a published score at all. Gusto, the strongest tool with real evidence behind it, sits ten full points back at 63.5 across 57 reports. Eight tools cleared our floor in this category, this is all of them, and the bottom half of the table isn't a list of runners-up. It's a list of warnings.

So the honest verdict up top: one promising early signal, one dependable workhorse, and then a long slide into tools that a lot of verified users regret.

The ranking

HiBob · 73.5 · 8 reports. People-management platform for growing companies. Eight verified reports from five people say they genuinely like their HR software, which in this category qualifies as an event. It's also the thinnest pool we'll publish on, with one author holding a quarter of it, so this score is a lead we're watching, not a lead we're vouching for.

Gusto · 63.5 · 57 reports. Payroll and benefits for small teams. Fifty-seven reports from fifty-three different people make this the most evidence-backed decent score on the page. Not exciting. Reliably not-bad, which the rest of this table will teach you to value.

JazzHR · 55.6 · 16 reports. Applicant tracking for small business. Sixteen reports land it mid-50s: does the hiring-pipeline job, generates its share of friction doing it.

Deel · 54.7 · 21 reports. Global payroll and contractor management. Twenty-one reports averaging out to “solves a hard problem, brings its own.” If you need international payroll you may need it anyway. Go in with eyes open.

Rippling · 50.2 · 68 reports. HR, IT, and finance in one platform. Sixty-eight reports land it at the exact line between mixed and failing. For a tool this ambitious, sitting on that line is the review.

BambooHR · 49.7 · 32 reports. HR information system for SMBs. Thirty-two reports put it just under the line Rippling sits just over. At this point in the table, the scores have stopped being recommendations.

ADP · 44.2 · 84 reports. Payroll giant. Eighty-four reports from eighty-one different people produce a 44.2. When a pool that deep and that spread out lands a score that low, it's not variance. It's a verdict.

Paychex · 41.6 · 85 reports. The other payroll giant, with the deepest pool on the page and its lowest score. Eighty-five first-hand reports from seventy-seven people averaging 41.6 is the most thoroughly documented disappointment in this category. The market share says businesses use it. The reports say how they feel about that.

Why isn't Lattice on this list?

Because we can't yet tell which reports are about it. Reports filed under “lattice” mix a real HR platform with garden fences, pastry crusts, crystal chemistry, and a Magic: The Gathering card. Genuine buyer reads of Lattice the HR product are in that pool, comparing it to tools on this very table, and until they can be cleanly separated from everything that isn't, none of it counts in either direction. Not a refusal, not a review: a pool we won't score until we can attribute it.

The trust floor. Fewer than 8 first-hand reports? No published score. We call it early signal and keep collecting. A category only publishes with 8+ scored tools and at least one deeply reported one.

The #1 rule. Order is score order, with one guard: a tool with fewer than 12 reports can't hold #1 alone. It keeps its spot with an EARLY DATA badge, co-billed with the top established pick, until its pool deepens. Thin pools are the easiest place to game a ranking. This rule shuts that door. It's why HiBob and Gusto share the top of this page.

Under review means unranked. When our independence checks open a review on a tool's report pool, it loses its rank slot and its score goes dark until the review closes. Either direction. In July 2026 those checks caught a coordinated promo network pushing one tool with glowing “reviews” posted seconds apart, in communities that had nothing to do with software. Parenting forums. A thread about cursive handwriting. We pulled its reads from scoring, kept the full audit trail, and the tool left the page.

Author counts, printed. Every row also shows how many different people wrote its reports and how much of the pool one author owns. That's the exact signal that exposed the network, printed on the page so you never have to take our word for it.
